If you are in college more than half-time, you may qualify for SNAP if you meet any one of the conditions below:

  • You receive either federal or state work-study during the school year ,
  • You work for pay for 20 hours or more per week,

    In order to apply for SNAP, you need to file an electronic or paper application with your local county Department of Social Services, or, if you live in one of the five boroughs of New York City, with your local SNAP Center.

    College Students May Be Eligible For Snap Benefits Under Temporary Program

    College students are not exempt from facing hunger. In fact, 39% of students at two-year institutions and 29% at four-year institutions were reported as not having proper access to food in a recent study by The Hope Center. According to Every Texan, 71% of undergraduate college students are single parents, come from low-income families, or work at least half-time, making this the first time in history that lower-income students are enrolling in college at higher rates than their middle-income classmates.

    SNAP, the Supplemental Nutrition Assistance Program, provides a defensive to help combat hunger. However, most full-time students are not eligible to receive benefits. Of those eligible, only 4 out of 10 are enrolled.

    Due to the COVID-19 pandemic, Congress made temporary adjustments to SNAP to remove restrictions and allow more students to qualify for benefits. Eligibility is determined by the following:

    • Student must be enrolled at least half-time in a higher education institution .
    • Student must participate in state or federally funded work-study during the school year OR

    New Permanent Rule: Expansion For Students In Qualified Career And Technical Education Programs

    As of October 1, 2020, a SNAP policy change in NYS expanded eligibility to students in qualified career and technical education programs. The Office of Temporary and Disability Assistance has determined that CTE programs, as defined under the federal Carl D. Perkins Career and Technical Education Act of 2006, offered at a community college, comprehensive college or a technology college within the SUNY or CUNY systems are considered comparable to a SNAP E& T program component. CTE programs at SUNY/CUNY enhance the employability of students or lead directly to employment. In 2019, SUNY surveyed community college students on food access and found that 55% of students had experienced hunger in the current semester.

    New York State students can also enroll in CTE programs at Educational Opportunity Centers . These programs specifically target economically disadvantaged students.

    Under the new permanent rule, individuals attending a SUNY/CUNY community college, comprehensive college, or technology college and enrolled at least half-time in a qualified CTE program meet the criteria to be considered an eligible student for SNAP.

    Additionally, individuals attending any of the 10 EOCs in New York State and enrolled at least half-time in CTE programs, remedial courses, basic adult education, literacy, or English as a second language meet the criteria to be considered an eligible student for SNAP.

    News Your Snap Benefits Are Worth More

    The City has received $5.5 million federal grant through the Fund for Public Health NYC to help increase access to nutritious foods and fight health inequities in New York City, the agency announced today.

    The grant, from the United States Department of Agriculture , will support fruit and vegetable purchases from farmers markets and independent grocers by New Yorkers who participate in SNAP. The NYC Health Department and its partners will contribute matching funds representing an $11 million commitment to expanding equitable access to affordable fruits and vegetables.

    The funding will support expansion of the Health Departments longstanding farmers market SNAP incentive program, Health Bucks. Farmers market customers now get $2 in Health Bucks for every $2 spent in SNAP benefits, a doubling of purchasing power, up to $10 in Health Bucks per day. Previously, customers received $2 in Health Bucks for every $5 spent in SNAP at farmers markets.

    Under the grant, New York Citys innovative grocery store-based fruit and vegetable incentive program, Get the Good Stuff, will be expanded to additional stores. The program offers a dollar-for-dollar match on purchases of eligible fruits, vegetables and beans by New Yorkers with SNAP benefits at participating stores. For every $1 spent in SNAP benefits on eligible fresh, frozen, canned, and dried fruits, vegetables, and beans, program participants get $1 added to a program loyalty card, to purchase more eligible foods.
