Ebt Payment Processing With An Ebt Merchant Services Account
The electronic benefits transfer system allows state welfare departments to issue EBT and SNAP benefits via a magnetically encoded payment cardthe type of card that must be swiped.
EBT cards are similar to debit cards in that they are assigned to a specific individual and require a personal identification number to access funds. One key difference between EBT cards and debit cards is that individuals can add money to a debit card, either at their bank, via ACH payment, reloading options at participating stores, or online by transferring funds from one bank account into another. For EBT cards, however, only the benefit-issuing agency has the authority to add funds.
Processing an EBT card payment is the same as processing debit card payments. You ring up the sale , the EBT card holder swipes the card, inputs their PIN, and the funds are taken from their card and put into a type of holding account for your business. Within a few business days, youll see the proceeds of that sale in your businesss bank account. This functions the same whether the purchase uses SNAP or cash benefits.
Opening your doors to accepting EBT payments allows you the opportunity to grow your business while providing EBT customers access to food and other products they might not find elsewhere.
How To Get An Ebt Card Reader
In addition to registering with the FNS and obtaining a SNAP permit, youll need to acquire and set up the appropriate processing hardware. While most popular terminals are compatible with EBT payments, you need to be aware of several specific requirements. First of all, your terminal needs to be able to accept PIN debit transactions. That means youll need a dedicated PIN pad for your customers to input their PINs. Your PIN pad can be either a separate, stand-alone unit or integrated directly into your terminal.
Once youve obtained a suitable terminal and PIN pad, it must be programmed with your merchant account providers encryption keys. If you purchase your equipment directly from your merchant account provider, this should already have been done, and your terminal should work right out of the box. However, if youre switching providers or adding EBT capability to pre-existing equipment, youll need to have your terminal re-programmed before you can start accepting payments. Depending on your provider, re-programming usually requires a one-week turnaround time. Note that your merchant account provider will need your seven-digit FNS Account Number to set up your merchant account for EBT payment acceptance. EBT cards issued by the FNS are currently magstripe-only, so you wont need an EMV-compatible terminal. The FNS announced in 2014 that it intended to introduce EBT cards with EMV chips however, as of this writing, such cards do not appear to be available.

Businesses interested in accepting EBT CalFresh/SNAP benefits should call the USDA Food and Nutrition Service at 877.823.4369 or visit .
For businesses that do not qualify to or do not choose to accept CalFresh/SNAP benefits, the following explains the process to add the ability to accept Electronic Benefit Transfer cash payments to the equipment you use to accept debit and credit transactions:
- Contact your debit transaction processor and ask to have the California EBT IIN added to the debit card transaction set of your point-of-sale equipment. Sometimes, a processor will tell a retailer that a special number from the federal or state government is required. The number to which the processor is referring is the USDA Food and Nutrition Service number, which is only needed by those retailers processing EBT food benefit transactions . To process only EBT cash transactions, this FNS number is not required. Tell your processor to fill the FNS number field in your transaction set with seven zeros.
- Your POS equipment must have a personal identification number pad.
- You must make sure you and your processor are compliant with the Quest® Operating Rules.
IMPORTANT: Redemption of EBT cash benefits is not permitted at the following businesses:
– Liquor stores that do not accept SNAP/CalFresh benefits – Casinos – Tattoo/piercing shops – Spa/massage salons

Evaluating The Ebt Card
Food stamps are no longer issued in the United States. Most states use a debit-card system known as “Electronic Benefit Transfer,” or EBT. Most states have retained the Food Stamp Program name for their electronic food assistance benefits. Not all individuals qualify for cash assistance, though, even if you already qualify for food assistance. If you have an EBT card and you qualify for cash assistance, you can use it as you would a debit card, which also means asking for cash back at participating stores. You can find an EBT location using sites like EBT Near Me.

Cashing Out At The Store
You’ve likely shopped at stores where you were asked if you would like to take any cash out on the debit card you used. Only some retailers offer this perk. Walgreens is one, but only some Walgreens locations accept EBT as payment. Before you visit a store, check to make sure it both accepts EBT and offers cash back on your purchases.
Once you’ve found a location that allows it, make a regular purchase at the store. Swipe your Food Stamp Program card at the cash register, then enter your secret PIN. Select “Cash” on the credit/debit card kiosk. Then enter the amount of cash you want. Alternatively, the cashier can — or may be required — to enter the cash amount for you. Receive your cash from the cashier.

What Is An Ebt Card
EBT card represents a debit card that allows you to buy groceries and other items at stores as a Supplemental Nutrition Assistance Program participant.
EBT or Electronic Benefits Transfer is monitored and supervised by the United States welfare state department to provide assistance packages through a magnetically encoded card. The average EBT payment is about $125 per individual in a family and is currently operated throughout the country. Food and cash compensations are further categories of EBT benefits offered by the government. Food packages are authorized by the federal body and comprise food and cold edible items, excluding nonalcoholic beverages. They are distributed and apportioned through the SNAP program, which was previously identified as food stamps. The magnetically coded cards behave similarly to the debit cards and can be used in the same manner at any retailer. In addition, they can be used to withdraw cash at any retail establishment that normally accepts cash. EBT is a federally funded payment alternative accepted at stores and establishments that participate in the program. Through EBT cards, residents can enjoy SNAP purchases and other government assistance, which can be used through a PIN.
How To Cash Out The Food Stamp Program
Getting cash out of your Food Stamp Program card is like using a debit card. You can ask for cash back when making a purchase at participating cash-over grocery stores, gas stations and retailers. You can also directly withdraw cash from your Food Stamp Program card at many automatic teller machines, or ATMs. However, before cashing out, ensure you’re enrolled in the state’s cash assistance or supplemental nutrition assistance programs. If you are unsure where to check, contact your local welfare benefits office that issued your card.
You can withdraw cash from your government Food Stamp Program by using the debit card provided to you. This debit card can be used with the majority of ATMs in operation today.

The Cost Of Processing Ebt Payments
If you decide to simply add EBT card processing capabilities with your existing point of sale equipment, you may experience extra fees. Youll have to pay for every transaction, with prices changing depending on your transaction levels. You may also be subject to hidden fees, which undercut your profits.
On the other hand, new EBT terminal machines can lead to lower costs. EBT transactions have no interchange fees or PIN debit fees. However, your merchant account provider will usually charge you for processing the transactions. Its important to ask a provider how they treat EBT transactions and what costs are involved before signing a contract.
