Supplemental Nutrition Assistance Program

The Supplemental Nutrition Assistance Program is a federal program funded through the U.S. Department of Agriculture and administered at the federal level through its Food and Nutrition Service . State agencies administer the program at the state and local levels, including determination of eligibility and monthly allotments. In Hawaii, this service is provided by the Department of Human Services Benefit, Employment & Support Services Division .

What is SNAP?

The SNAP program provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. In FY 2014, SNAP helped put food on the table for an estimated 193,565 Hawaii residents .

The Hawaii Electronic Benefit Transfer Program

The Hawaii Electronic Benefit Transfer system processes financial assistance benefits provided by BESSD. Payments distributed through this system are for the Temporary Assistance for Needy Families , Temporary Assistance for Other Needy Families , General Assistance , Aid to the Aged, Blind or Disabled , Repatriates, Childcare, Employment and Training , First-To-Work and the SNAP programs.

The Supplemental Nutrition Assistance Program provides qualifying families with money to purchase food items such as fruits, vegetables, whole grains and meat. It can take up to 30 days for the Louisiana Department of Children and Family Services to approve an application. However, families who will receive less than $150 in the month they apply and who have less than $100 in liquid assets families whose rent and utility payments exceed their income or seasonal farm workers can receive emergency food stamp benefits within four days. Families approved for emergency funding can use their preloaded debit card immediately.

Work First Family Assistance

North Carolinas Temporary Assistance for Needy Families program, called Work First , is based on the premise that parents have a responsibility to support themselves and their children.

The Work First program promotes a strengths-based, family-centered practice approach and shares in the mission of the NC Department of Health and Human Services, in collaboration with its partners, to protect the health and safety of all North Carolinians and provide essential human services.

Work First provides parents with short-term training and other services to help them become employed and move toward self-sufficiency. Families in which grandparents and relatives are caring for their relative children and legal guardians can receive services and support that prevent children from unnecessarily entering the foster care system.

Work First emphasizes three strategies: Diversion, Work and Retention.

  • Recertifications: If you receive a Cash Assistance or SNAP recertification notice by mail or an ACCESS HRA alert that you need to recertify, you must submit your recertification or your benefits will stop. You can use ACCESS HRA, fax, mail, or a drop box at open centers to submit your recertification. Please make sure that we have your correct phone number.   • CA 6-month mailer and SNAP periodic report: Starting July 2021, if you do not return your SNAP periodic report or Cash Assistance mailer your case will close.

How to Get Emergency Cash Assistance

When you submit your application, you will receive a receipt with your tracking number. This means we have received your application. DHS will contact you for your interview.

Due to the increase in applications and the subsequent workload at Processing Centers, there may be delays in processing and replies to voice mails. Providing you with timely service is very important to us.

    Supplemental Funeral Assistance Grant

    If you are concerned about being able to afford the cost of funeral expenses for a loved one who has passed away, you may be eligible for assistance under the Temporary Assistance program.

    Because funeral assistance is a component of the Temporary Assistance program, an in-person interview will be required. Please come prepared to discuss the decedents financial situation, including income and assets. Common income and assets include, but are not limited to, any earned or unearned income due to the decedents estate, life insurance proceeds, social security or veterans death benefits, and bank accounts.

    For applicants determined to be eligible for Temporary Assistance, Monroe County will provide a funeral assistance buial grant up to a maximum of $2,500 for decedents aged six years or older, or up to $1250 for deceased children aged five years or younger.

    Please note that to be considered a funeral eligible for assistance, the total funeral cost cannot amount to more than $7,000. If the funeral you are arranging will cost more than $7,000, Monroe County will be unable to consider this an indigent burial and we will be unable to provide any assistance.

    Eligibility Explained And How To Apply

    Eligibility criteria varies by states, but it’s generally limited to people with gross incomes up to 130% of the federal poverty line.

    This currently starts at $12,880 for a single-person household and increases depending on the family size.

    For example, the poverty threshold for a four-person household is $26,500.

    There are also other requirements that states can set, such as how much you have in your bank account.

    In Michigan, for example, you must have a bank balance under $2,001.

    Alternatively, if you live with someone aged 60 or over or a person with a disability, you can have a bank balance of $3,251.

    You need to apply in the state where you live, which may be with your human services or social services center.

    Find Your Loan Servicer

    If you don’t know whether your mortgage is federally backed, see a list of federal agencies that provide or insure mortgages. You can also check the Fannie Mae loan lookup and the Freddie Mac loan lookup to see if either one owns or backs your mortgage.     What Your Loan Servicer Must Do If You Request Forbearance

    Providing Benefits And Services To Families In Need

    The Family Assistance Division administers programs funded by the Temporary Assistance for Needy Families Block Grant designed to provide benefits and services to needy families with children so that children may be cared for in their own homes or in the homes of relatives. These services also promote job preparation, work and marriage and the prevention of out of wedlock pregnancy. Major services/benefits to eligible families include:

    • Temporary Cash AssistanceThe Family Assistance Program provides temporary cash assistance for basic needs for low income families with children under age 18 or age 19 if s/he is a full time student in a secondary school or in the equivalent level of vocational or technical training. Assistance is issued on Electronic Benefit Transfer cards. Recipients are not to use EBT cards in liquor, wine or beer stores, casinos or other gambling establishments, strip clubs, tattoo or body piercing facilities or facilities providing psychic services. Benefits are not to be used to buy liquor, wine, beer, tobacco products or lottery tickets.
    • Work and Job Training ServicesThe JOBS Program provides work and training services to all parents receiving cash assistance to help find and retain employment.
