  • Bridge to Benefits: This screening tool was developed by the Children’s Defense Fund to help individuals and families learn if they might qualify for benefits from some North Dakota programs. NOTE: It does not include the Temporary Assistance for Needy Families program.

New Standard Medical Deduction

Households with elderly participants or participants with a disability may receive one of the following deductions from their income:

  • A Standard Medical Deduction of $160 minus a $35 disregard which equals $125 or,
  • An actual monthly out-of-pocket medical expense deduction, minus a $35 disregard when expenses exceed the $160 SMD amount.

Participants are required to verify expenses over $35 to receive the SMD. All expenses must be verified when a participant chooses to claim actual out-of-pocket medical expenses above $160.

Information Needed For Eligibility

Whether you are applying for the first time, or renewing your benefits, you may need one or more of the following pieces of information to determine whether you are eligible:

  • Proof of citizenship and identity for everyone who is applying for benefits.
  • Alien Registration Cards, if there are non-U.S. citizens applying for benefits in your household.
  • Social Security numbers for everyone, or proof that a Social Security number has been applied for.
  • Proof of relationship, birth certificates may be used
  • Name, address & daytime phone number of landlord or neighbor.
  • A statement verifying your address and the names of everyone living with you. The statement must be made by a non-relative who doesnt live with you. It must be signed, dated and include that person’s address and telephone number.
  • Proof of ALL money your household received from any source last month and this month.
  • Proof that your employment ended and last date paid.
  • Bank or credit union complete statement for the most recent month.
  • Proof of savings bonds, securities, retirement plans and life insurance.
  • Proof of rent/mortgage and utility bills for the most recent month.
  • Proof of child care expenses for the most recent month.
  • Proof of all medical expenses for those applying for benefits who are age 60 or older or receive disability benefits.

Work Program Participation Is Suspended

Following federal guidance, work program participation for Nutrition and Cash Assistance recipients is temporarily suspended while the COVID-19 pandemic continues to affect employment opportunities. The DES website is not the main source of information for Tribal TANF work requirements. Tribal TANF work requirements have been suspended, please contact your Tribal TANF program for more information.

* Due to the pandemic, the federal government has allowed required in-person interviews to happen over the phone. DHS is also allowed to postpone interviews for SNAP applicants who are eligible on an expedited timeline and offers the flexibility to skip the interview entirely if DHS has all the information necessary to make an eligibility decision.

You may have another person act as an authorized representative by applying and being interviewed on your behalf by designating an authorized representative in writing.

Renewal Requirements Are Being Reinstated

The USDA Food and Nutrition Service waiver to extend certification periods is ending. Nutrition Assistance and Cash Assistance recipients whose benefits are set to expire on or after May 31, 2021, will need to renew their benefits in order to continue receiving assistance, if they have already received a six-month extension since November 2020. Affected households will receive a notice with instructions on how to complete the renewal process.

Food Assistance / Snap

The Food Assistance/SNAP provides supplemental assistance to help low-income individuals and families purchase food.

Food Assistance/SNAP benefits are based on household composition and income and resources of all household members. Benefits are issued through the Electronic Benefit Transfer System by using the QUEST card, which is similar to a debit card.

The Employment First Program, operated at the Mesa County Workforce Center in collaboration with Hilltop Community Resources, provides job search and placement services for Food Assistance/SNAP recipients.

Low-income people may apply for Food Assistance/SNAP at the Mesa County Department of Human Services Applications are accepted in person, by mail, by fax, or online through Colorado PEAK. Applicants will be required to complete application forms and interview, and may be required to provide of proof of household circumstances.

Food Assistance/SNAP may be used to purchase food for human consumption or seeds and plants to grow food for household use. Food Assistance/SNAP may not be used to purchase any non-food item or hot foods that are ready-to-eat or any food marketed to be heated in the store.

SNAP benefit applications can be submitted online, or at the Social Services office near you. Once the application is completely filled out and submitted, the department will contact you to set up a one on one interview.

  • Fill in all the requested information i.e. your full name, current contact information, citizenship, how many people live in your household, Indicate whether any member of your household is disabled, pregnant or has previously received benefits. Remember to sign and date the form.
  • Indicate your gross monthly income and whether you are available for an interview in person or by phone.
  • Mail the completed application to your nearest Illinois DHS office. Use the office location tool on DHS’s website if you do not know the address.

When you submit your application, you will receive a receipt with your tracking number. This means we have received your application. DHS will contact you for your interview.

Due to the increase in applications and the subsequent workload at Processing Centers, there may be delays in processing and replies to voice mails. Providing you with timely service is very important to us.

    DHS has two programs that can help you pay your rent if you are struggling due to the COVID-19 pandemic. The Arkansas Rent Relief Program launches May 17 and you can apply starting that day at ar.gov/rentrelief. The other assistance is paid for through the federal Emergency Solutions Grant Program. You must apply with the organization in your county that is handling this program for DHS. You can find a list on our website.

    For most DHS public assistance programs, you can apply online. To apply for food assistance through the Supplemental Nutrition Assistance Program , cash, and other supports through the Transitional Employment Assistance program, or Medicaid, ARKids, TEFRA, and health care under other categories of Medicaid, go to www.Access.Arkansas.gov.

    For other services, such as assistance paying for child care or accessing services through the Division of Developmental Disabilities waiver, the process is a bit different. You can learn more about the steps you need to take to apply for those programs below.

    What Happens Next

    Once you have submitted an application for SNAP benefits, DHS has 30 days to determine your eligibility. DHS is required to review SNAP expedited applications and make a decision within 7 days. You may be eligible for expedited SNAP benefits if you:

    • have less than $100 in cash AND less than $150 in monthly earnings OR
    • if your housing expenses exceed your monthly income OR
    • if you are a migrant or seasonal farm worker

    Additional steps in the application process are:

  • You will need to gather documents verifying your situation. You may mail or drop off photocopies to DHS or upload the requested to the online Customer Portal or to the HealthyRhode Mobile App.
  • If an interview is needed, you will receive a phone call from DHS to conduct your interview. If you are unable to take that call, you will receive a notice in the mail informing you of the date and time of the interview. You can also call DHS to schedule a time that is more convenient for you. If you miss your interviews and do not call to reschedule, you may be denied.
  • If you are asked to provide further documentation, you have 10 days to get it to DHS.
  • You will be given or mailed an EBT card and asked to select a personal identification number.
  • You have a right to appeal the decision.

    Who Is It For

    • People who dont have a lot of money as long as they meet program rules.
    • Most adults age 18 to 49 with no children in the home can get SNAP for only 3 months in a 3-year period. The benefit period might be longer if the person works at least 20 hours a week or is in a job or training program. Some adults might not have to work to get benefits, such as those who have a disability or are pregnant.
