It’s designed to allow families to buy items SNAP doesn’t cover such as laundry detergent, paper towels, and medications. However, there are no penalties in place if they use it another way.
To get the TANF funding you must have children and only make a certain amount of money each year. Only 20,000 Alabamians meet the criteria.

Target shoppers will soon be able to spend Supplemental Nutrition Assistance Program benefits on groceries online.
Targets more than 1,900 stores nationwide will join other retailers in accepting food stamps for online purchasing.
The service will be provided by Shipt which is owned by Target.
However, SNAP benefits cannot be used to pay the delivery fee.
