College Students May Be Eligible For Snap Benefits Under Temporary Program
College students are not exempt from facing hunger. In fact, 39% of students at two-year institutions and 29% at four-year institutions were reported as not having proper access to food in a recent study by The Hope Center. According to Every Texan, 71% of undergraduate college students are single parents, come from low-income families, or work at least half-time, making this the first time in history that lower-income students are enrolling in college at higher rates than their middle-income classmates.
SNAP, the Supplemental Nutrition Assistance Program, provides a defensive to help combat hunger. However, most full-time students are not eligible to receive benefits. Of those eligible, only 4 out of 10 are enrolled.
Due to the COVID-19 pandemic, Congress made temporary adjustments to SNAP to remove restrictions and allow more students to qualify for benefits. Eligibility is determined by the following:
- Student must be enrolled at least half-time in a higher education institution .
- Student must participate in state or federally funded work-study during the school year OR
- Student has an Expected Family Contribution of 0 in the current academic year.

Student Hunger On College Campuses
A 2016 study revealed that 44 percent of undergraduate students and 26 percent of graduate students identified as being food insecure.
Leslie Kemp, Director of UC Davis Aggie Compass Center, has said that the center has dealt with students struggling with choosing between paying to keep the lights and paying for their tuition.
We didnt believe it was a mathematical anomaly. We didnt believe it was something we should give up on, said Sullivan. We knew that we had residents in Davis that needed our help and that student hunger was a real thing.
Net Income Guidelines For Households With An Elderly Or Disabled Member
Households with any members who are age 60 or older and/or who receive certain disability benefits are not subject to a gross income limit.
For these households, eligibility is determined using net income, by applying all relevant exclusions and deductions to the households gross income.

Eligible College Students Eligible For Snap Benefits Expanded During Pandemic
CLEVELAND With the recent passing of the 2021 Consolidated Appropriations Act, more college students are able to access Supplemental Nutrition Assistance Program , the Ohio Department of Job and Family Services said in a statement as a reminder to students Monday.
The temporary exemptions added in the recent federal legislation apply to students eligible to participate in a state or federally financed work-study program or students whose families cannot contribute any money toward their costs of attending college. Students who qualify under one of the exemptions must meet all other SNAP eligibility criteria before they can be approved.
The pandemic has impacted food security for far too many Ohioans, said ODJFS Interim Director Matt Damschroder. We want to ensure that Ohio college students know about this temporary change because it could help them put food on the table.
The amount of SNAP benefits has also increased for an individual who purchased and prepares meals alone to a maximum of $234 per month.
The new benefits will be in effect until 30 days after the COVID-19 federal public health emergency has been lifted.

New Snap Student Exemptions For College Students:
The federal COVID-19 relief law passed in late 2020 provides federal funding to temporarily expand SNAP eligibility for college students. These temporary student exemptions, listed below, remain in effect until 30 days after the COVID-19 federal public health emergency is lifted.
- Eligible to participate in federal work study and
- Have an Expected Family Contribution of $0.

In NYC, the Human Resources Administration reviews SNAP applications and determines whether the applicant is eligible to receive SNAP benefits. Completed SNAP applications are sent to HRA.

Leaving Money On The Table
In Davis, students were eligible for CalFresh, but a large number of those eligible students did not even know they could qualify. Even then, efforts from the county to connect them with programs like food stamps or welfare were met with some resistance.
They really didnt like that, Sullivan said. They didnt want to have to be on government assistance. They didnt want to rely on someone else. The fact that we called it welfare or food stamps really did not resonate with them.
It actually took a rebranding of the program in order to get students involved county officials for the program had to refer to it as food financial aid, according to Sullivan. When presented as a food assistance program for students, students were more accepting of the program.
Another obstacle to getting the eligible population signed up was what Sullivan referred to as a rumor mill of misinformation. While student status may generally prevent someone from being qualified for CalFresh, they are one of the only groups that must meet an exemption in order to qualify.
Many students had thought that they could not apply at all, according to Sullivan.
There was this huge wall of misinformation we had to tear down, he added. What would happen is a lot of students just thought they couldnt qualify anyway. They couldnt apply, like students arent eligible for CalFresh. Theyre wrong. Students can qualify.

How Much In Snap Benefits Will I Get
The monthly SNAP benefit amount is calculated based on your countable income and your expenses. The maximum for one person is $189/month.
Countable income includes wages from a job or direct and regular money from your parents, unemployment insurance or other source. But, income from a federal work-study program is not counted as income. Most educational monies are not counted if from federal funds, or if used to cover educational expenses .
Deductible expenses include shelter, like rent & utilities, child care expenses so you can go to school or to work, and child support you pay for a child outside the home.

Students, 18 to 49, attending an institution of higher education, like a college, university, trade school, or technical school more than half-time are eligible for SNAP if they meet an exemption and meet all other SNAP eligibility requirements. You can ask your school what qualifies as half-time.

In general, most students, ages 18 through 49, who are enrolled at least half-time in an institution of higher education are not eligible for SNAP benefits in New York.
However, there are numerous exceptions to this rule:

Additionally, students who meet any of the exceptions above must also meet all other SNAP eligibility requirements in New York to receive benefits.

How To Apply For Calfresh As A Student
Its not necessarily an easy thing to do, but some counties like Yolo are attempting to make it easier for students to apply. There is a difference in how a student would apply for food stamps as opposed to regular person.
Generally, students would not be eligible unless they meet at least one exemption. According to Sullivan, some of the most common exemptions are for work study, working at least 20 hours per week, having a child, and receiving Cal Works.
For a student, its really difficult because, if you dont meet any of those exemptions, youre just kind of out of luck. Its kind of tricky, he said.
There have been efforts to loosen some of the qualifications for students to apply. Since the requirements are from the federal level, the state cant change those requirements. However, due to some ambiguities, there is some room for interpreting the qualifications.
Part of the problem with the student regulations is the level of ambiguity and kind of unsurity from the Feds to the State, the State to counties, and then you have interpretations from all 58 counties, Sullivan said.
Work study is one of those ambiguous areas. According to Sullivan, each county has a different interpretation of the requirement that deals with whether the student just has a work study letter, hours, or even both.
