  • This program pays a check once a year to eligible low-income households to help with their heating bills.
  • Many families getting food stamps receive this check automatically, without a separate application.
  • Applications are taken once a year in the Fall.
  • Eligible households receive their checks in February.

Maximum Allotments For Eligible Households

All families that receive FNS will receive the maximum amount allowed for their household size. These supplements are subject to the following guidelines:

  • The supplement is the difference between the households actual benefits and the maximum allotment for their household size.
  • The supplement due to the COVID-19 pandemic for all eligible households must be at least $95. Therefore, if a households allotment prorates to $0, they will receive a $95 supplement. The household size will not include ineligible or disqualified members.
  • Households that are eligible for a prorated allotment of $0 will receive a supplement for the prorated month.
  • Supplements are issued monthly on a staggered basis until all eligible households have received their temporary increase.

FNS participants are able to purchase groceries online using their EBT cards at authorized online EBT retailers.

Recipients May Change The Pin At Any Time Training Is Available To Recipients Who Have Any Problems Accessing The System

When paying for groceries, the recipients card is run through the electronic reader, and the recipient enters the PIN to access the account. If there are benefits in the account, the recipients account is debited for the amount of the purchase. The store receipt shows the amount of benefits remaining in the recipients account.

Food and Nutrition Assistance Program

The Food and Nutrition Assistance Program is designed to help low income families with their buying power. The households gross income must fall under the income scale according to household size.

Non-relatives who live together in the same household have the option of purchasing and preparing separately, and can apply separately for Food and Nutrition Services. Children living in the home with their parents must be age 22 to apply separately. Siblings must be age 21 or older and have children or be married to be considered separate households.

Households are certified for different lengths of time according to their household composition and situation.

The benefit amount is based on a households income, size, rent/mortgage, utility deductions, and other applicable deductions.

Applications for Food Assistance are taken Monday through Friday between 8 a.m. and 4 p.m.

Learn About Food Stamps Benefits Amounts

The amount of SNAP benefits you get each month depends on your income and how many people are in your household. This amount is called an allotment. The SNAP program uses a calculation to determine how much you can get each month.

The program expects you to spend 30 percent of your income on food. The SNAP program will multiply your income by 0.3 to get a number. They will then take this number and subtract it from the maximum monthly allotment for your household size. Here are the maximum allotments:

So, if you have a household with four people and $1,000 of income per month, you can multiply 1,000 times .3 and get 300. Since the monthly maximum allotment for a family of four is $646, you will subtract 300 from 646 and get $346. $346 is the amount of SNAP benefits you will get each month.

If your food stamps application is approved, the program will tell you how long you will continue to get SNAP benefits. When your time period is almost done, you can recertify to keep getting SNAP benefits.

How Does It Work

  • Food and Nutrition Services benefits are issued monthly through Electronic Benefit Transfer which automatically deposits the monthly balance into the household’s EBT account.
  • Households are issued a card and can pay for their groceries at food stores by using the card in the same way they would use a debit card at the checkout counter.
  • The cost of the purchased groceries is deducted electronically from the EBT account.

  • Project Share is funded 100% from monies contributed by CP& L and North Carolina Natural Gas customers and employees and from corporate donations. Allocations are made only to counties that have CP& L And NCNG residential customers.
  • This program is for households in a heating or cooling-related emergency who have income at or below 150% of the poverty level.
  • Benefits cannot exceed $300 per application and $600 per year
  • Funds remaining after heating season may be used for cooling needs. Households may receive $300 in cooling assistance if they have not received the $600 maximum benefit prior to the cooling season. Cooling season is defined as June 1 through October 31.
  • CP& L funds can be used in lieu of or in combination with CIP funds if the client is a CP& L customer.

Simplified Nutritional Assistance Program

North Carolinas Simplified Nutritional Assistance Program is a demonstration project designed to deliver food assistance to elderly individuals receiving Supplemental Security Income . SNAP is a simplified version of Regular Food and Nutrition Services .

Individuals must meet the following criteria to be eligible for SNAP:

  • Receive SSI, and
  • Age 65 or older, and
  • Not living in an institution is considered being institutionalized for SNAP purposes), and
  • Residing in North Carolina, and
  • Purchasing and preparing food separately from other people living in the home, and
  • Not be receiving Food and Nutrition Services, Food Stamps, or SNAP in another state.

All SNAP Cases are one person households. SNAP households must meet regular Food and Nutrition Services household concept eligibility requirements. NOTE: Married individuals living in the same home cannot be considered a separate household.

Income and deductions are not considered when determining SNAP allotment amounts. Only shelter costs are used to determine the allotment amount. Allotment amounts for SNAP are as follows:

  • The FNS allotment amount is $105.00 if the rent, mortgage, and/or lot rent expense is $200 per month or higher.
  • The FNS allotment amount is $60.00 if the rent, mortgage and/or lot rent expense is less than $200 per month.

The Food and Nutrition Services program provides monthly benefits, meant to supplement the food budget of low income families. The amount of benefits received depends on the number of people in the household and the amount of monthly income determined after certain deductions are subtracted. Families that begin work or are working may be or continue to be eligible for benefits.

Benefits are issued monthly by an electronic benefits card. This card is used like a bank debit card. Each time during the month that you use your card the amount of your purchase is automatically deducted from your benefit balance.
