What is SNAP?
The Supplemental Nutrition Assistance Program is a U.S. Department of Agriculture initiative administered by Tennessee Department of Human Services that provides nutritional assistance to qualifying households. SNAP benefits are issued and accessed electronically using a Electronic Benefit Card or EBT Card for more information .
SNAP recipients receive benefits for a determined amount of time called a certification period. If you have no income, you may be eligible to receive help with food within 24 hours. In most other cases we will make an eligibility determination within 30 days.
Applications for Nursing Home, Home Care, and those applicants requiring translation services are scheduled by appointment only. We will schedule you to meet with one of our caseworkers on a specific date and time so we can ensure your needs are met by an appropriate staff member.

Early Learning Coalition Of Lake County
- Your provider will be notified of your request for a Break In Service.
- Breaks In Service can be authorized for a maximum of 90 days.
- During a BREAK IN SERVICE, the Coalition will not pay your child care provider. If you use care during this time, you are responsible for full payment to your child care provider.
- If your break in service exceeds 10 days, you must contact the Coalition at the end of your break in service and request an updated Child Care Certificate BEFORE your child can return to the child care provider. If an updated certificate is requested, you must log in to the Family Portal and provide an electronic signature when contacted by Coalition Family Services staff.

Who Is Eligible To Participate In The Program
- People who live together and buy food and prepare meals together are grouped as a household for SNAP. Husbands and wives, and children under age 22 living with their natural, adoptive or stepparents must be considered as one household.
- Household members that wish to be included must be U.S. citizens or legal aliens.
- Household members that wish to be included must furnish or apply for a social security number.
- Income and resource guidelines listed in this overview must be met.
- Able-bodied household members who are age 16 through 59 must register for work, and may be required to participate in a SNAP Employment and Training Program unless a specified exemption is met.

Parents are strongly encouraged to register for the VPK Program online. If you are in need of one on one assistance please contact 435-0566 to schedule an appointment with an ELCLC VPK Team Member. Parents choosing to walk in without an appointment may experience long wait times.
There is no urgency unless a VPK provider is unable to reserve a place for a child. If a parent or guardian is choosing a school based VPK provider , the COE cannot be submitted to the Lake County School Board until they open their enrollment period. Note: The VPK application must be completed, in full, by a parent or guardian with whom the child lives. Identification is required to validate child age and residency.
