Double Snap Dollars In Montana

Many states across the country participate in a SNAP incentive program that matches a customers benefit, effectively doubling the amount of money that can be spent on fruits and vegetables. In Montana, the program is called Double SNAP Dollars and is coordinated by the Community Food & Agriculture Coalition and the Double SNAP Dollars Network. At participating farmers markets and grocery stores, when a customer uses a SNAP Access card to purchase any SNAP-eligible item, the customer receives a dollar-for-dollar match that can be used to buy more fruits and vegetables.

For CSAs, the match works a little differently. Participating CSAs provide a 50% discount on large and small shares. In the first year a CSA participates in DSD, the farm is reimbursed for the 50% discount provided to the SNAP customer. In the second and subsequent years, the DSD Network splits the cost of the discount with the farmer, with the farmer ideally helping raise funds to support the DSD program.

For example, say a farmer sells five SNAP shares at $150 each, for a total of $750. In the first year offering DSD, SNAP customers pay $375 and DSD Network pays $375 to the farmer to cover the 50% discount. In subsequent years, SNAP customers pay a total of $375, DSD Network pays $187.50, and the farmer donates or raises $187.50.

HELENA As Republicans weigh policy priorities during an already busy session, legislators and national interest groups are pushing proposals that would bring significant reforms to Montanas public assistance programs, particularly those that provide health care and food support for low-income people.

With bills under consideration in the state House and Senate, Republican lawmakers are promoting policies tried in other states, such as requiring child support cooperation as a precondition for food benefits, and implementing an extensive process for evaluating a persons qualifications to receive assistance through Medicaid, the Childrens Health Insurance Program, SNAP benefits, and Temporary Assistance for Needy Families.

Proponents said that is a small price to pay for how successfully the bill will identify waste, abuse and fraud among public assistance recipients. The DPHHS analysis estimates the program would eventually save the state General Fund about $4.8 million a year as the department spends less on social service programs.
