Special Rules For Elderly Or Disabled
There are several exceptions and exemptions to the SNAP eligibility requirements if a household member is elderly or disabled.

In SNAP, you are elderly if you are 60 years or older.
Who is disabled?
In SNAP, you are disabled if you meet ONE of the following criteria:
- You receive Federal disability or blindness payments under the Social Security Act, including Supplemental Security Income or Social Security disability or blindness payments. OR
- You receive State disability or blindness payments based on SSI rules. OR
- You receive a disability retirement benefit from a governmental agency because of a permanent disability. OR

Who Qualifies For Extra Pennsylvania Snap Benefits
Any household that is currently receiving SNAP benefits qualifies for extra food stamp Emergency Allotment benefits.
There is no extra paperwork to turn in to get the extra SNAP benefits.
It will simply be added to your EBT card, and youll be able to use it just like regular Pennsylvania SNAP benefits.

The application period for 2023 opens on October 1, 2022. Assistance is provided on a first-come, first-served basis so applicants are encouraged to apply as soon as they are eligible. If you are eligible to receive assistance for cooling costs you should apply for this benefit at the same time that you apply for help with heating costs.
To be eligible for LIHEAP benefits, the applicant household must be responsible for home heating or cooling costs, with payments made either directly to the utility company or included in the rent and have a gross income that falls at or below 60% of the NJ State Median Income level. The table below gives specific gross income maximums for FFY 2023.
Those who live in public housing and/or receive rental assistance are not eligible unless they pay for their heating/cooling costs directly to the fuel supplier. The amount of the LIHEAP heating benefit is determined by income, household size, fuel type, and heating region. The medically necessary cooling assistance benefit is set at $200, which is applied as a direct credit to an active electric account or issued as a single party check to the client.

The New Jersey Board of Public Utilities funds the PAGE program. The program is administered through the Affordable Housing Alliance. This annual program is intended to provide assistance to low-to-moderate income New Jersey residents who are struggling to pay their electric and natural gas bills.

Food Stamps Excess Shelter Costs Deduction
The shelter deduction is for shelter costs that are more than half of the households income after other deductions.
Allowable shelter costs include:
- The basic fee for one telephone.
- Rent or mortgage payments and interest.
- Taxes on the home.
Some States allow a set amount for utility costs instead of actual costs.
The amount of the shelter deduction is capped at $569 unless one person in the household is elderly or disabled.
The limit is higher in Alaska, Hawaii, and Guam.
For a household with an elderly or disabled member, all shelter costs over half of the households income may be deducted.
How Long Does Food Stamp Investigation Take
Its hard to predict how long a food stamp investigation take. It can take a day, week, months, or years, depending on the offense and what the state has to investigate.
To prove the individual as a guilty, investigators need to catch the offender during the offense.
The investigators nor the store have any solid proof that the person broke the law, or bought non-eligible products in exchange for food stamps.
