Food and Nutrition Assistance Program

The Food and Nutrition Assistance Program is designed to help low income families with their buying power. The households gross income must fall under the income scale according to household size.

Non-relatives who live together in the same household have the option of purchasing and preparing separately, and can apply separately for Food and Nutrition Services. Children living in the home with their parents must be age 22 to apply separately. Siblings must be age 21 or older and have children or be married to be considered separate households.

Households are certified for different lengths of time according to their household composition and situation.

The benefit amount is based on a households income, size, rent/mortgage, utility deductions, and other applicable deductions.

Applications for Food Assistance are taken Monday through Friday between 8 a.m. and 4 p.m.

SANTA FE Thousands of New Mexico college students might be eligible for SNAP benefits, commonly known as food stamps, announced the New Mexico Human Services Department and Higher Education Department.

The pandemic has created many economic challenges particularly for college students and families with limited resources, said Cabinet Secretary David R. Scrase, M.D. Jobs for college students are scarce. College students have either had their hours reduced or lost their job altogether, making it difficult to meet their basic needs. We look forward to working with the Higher Education Department to spread the word and extend food benefits to New Mexico college students and urge congress to make this a permanent change.

“Food insecurity should never be a barrier to academic success,” said Acting Higher Education Department Secretary Stephanie Rodriguez. “It is our job to reflect the needs of students during this pandemic and beyond, and action is vital to ensure that no student goes hungry. Some low-income college students are among the 688,000 food stamp recipients projected to lose benefits as a result of a Trump administration rule announced Dec. 4. While the rule explicitly targets “able-bodied adults without dependents,” it also limits food assistance for a share of college students at a time when campuses across the country are grappling with how to respond to food insecurity.

The new rule makes it harder for states to waive the requirement that adults work at least 20 hours a week in order to receive their Supplemental Nutrition Assistance Program or SNAP benefits. Policy experts say it will limit benefits for college students enrolled less than half of the time while further complicating the already confusing process of determining students’ eligibility and connecting them to resources.

RALEIGH, N.C. – The N.C. Department of Health and Human Services on Thursday announced it is expanding eligibility for food assistance benefits to help college students who are struggling to purchase food and stay in school during the pandemic.

Some college students in North Carolina are now eligible to receive assistance through the Food and Nutrition Services program under this temporary change of benefits approved by the federal government.

The U.S. Department of Education recently announced this additional assistance for college students and institutions through the Higher Education Emergency Relief Fund grants program. The additional assistance provides ongoing relief from the COVID-19 Emergency Relief Act of 2020 and will be in effect until 30 days after the COVID-19 public health emergency is lifted.

To be eligible, students must have filed a Free Application for Federal Student Aid and have documentation of an estimated family contribution of $0 on their federal student aid determination or eligibility for work study.

The Department of Education has begun the process of reaching out to college students to make them aware of the temporary change.

Reducing food insecurity, especially during this pandemic, is a top priority for the department, said Susan Gale Berry, the chief deputy secretary for Opportunity and Well-Being for NCDHHS. These benefits will help our college students stay in school and be able to safely get proper nutrition needed to learn and thrive.

âAs long as a student is at least half-time, they are not considered an subject to SNAP work requirements, so that new rule would not impact them,â says Kathryn Larin, director of the Education Workforce and Income Security Team at the Government Accountability Office. âThe group that it would impact would be students enrolled less than half-time.â

Most college students are excluded from receiving SNAP by design, Larin says.

This is because Congress created the program with the image of a âtraditionalâ student in mind: someone entering college directly from high school, financially reliant on their parents, with no income or dependents.

But this archetype is far from universal, says Parker Gilkesson, an analyst at the Center for Law and Social Policy who specializes in income and work supports. Only about 1 in 4 students attend a four-year institution immediately after high school.

Many college students are older or are parents themselves. And few have a financial safety net: Countless families are spending all they have just to send their children to college, let alone pay for their food and other necessities, she says.

Fruits and Vegetables

North Carolina’s SNAP EBT debit card covers fresh, frozen and canned fruits and vegetables. Participants in the program can also use their card to purchase seeds to grow their own vegetables and fruits.

Meat and Dairy Products

Meat, fish, poultry and dairy products such as milk, butter, eggs and cheese are also covered. However, SNAP EBT card does not cover the purchase of live animals to be slaughtered for food.

Cookies and Snacks

Cookies, crackers, chips, popcorn, cake and ice cream are all considered food products, and are all covered by SNAP in North Carolina. Soda is also covered, however there have been several suggestions to remove it from the list of products that cannot be purchased with the EBT card.

Prepared Foods

SNAP limits the types of prepared foods that can be purchased with the card. Food stamps do not cover any food ready to be consumed on the premises of the business that made it. The card cannot be used to purchase hot foods. However, it can be used to pay for cold, take-out foods such as salads and cold sandwiches.

Nutritional Supplements

In North Carolina and elsewhere, food stamps cover the purchase of nutritional supplements. Drinks with additional nutritional value and weight loss drinks can be purchased.

    If You Receive Snap Overpayments

    There are three different kinds of SNAP overpayments:

  • Agency Error: DCF made an error and paid you too much money.
  • Inadvertent Household Error: The household made an error that led DCF to pay you too much.
  • Intentional Program Violation: DCF believes your or a member of your household lied, committed fraud, or intentionally misled them to gain extra SNAP benefits.
  • If DCF claims that your household received more food stamps than you should have been given but you believe that you were not overpaid, you have the right to appeal the decision within ninety days.

    If you were overpaid benefits, you are still obligated to pay back DCF for the amount of overpayment even if the overpayment was DCFs error. An accidental overpayment does not benefit your household, because it must always be paid back. If you have noticed an overpayment in your SNAP benefits that you believe to be DCFs error, notify them immediately. It cannot benefit you in the long run.

    If you do not appeal or if you agree with the overpayment, DCF can do several things to collect the amount that you owe:

    • If you are getting SNAP benefits now, DCF will lower your monthly benefits. The amount they will take depends on the type of overpayment you have.
    • If you are notgetting SNAP benefits, DCF will try to get you to agree to a repayment plan. If you do not agree, they can take your federal tax refund. In some situations, they can also take part of other benefits you get, like Social Security.
