Snap Online Purchasing Pilot Participating States
During COVID, in-store shopping changed. We could no longer drop by the local grocery store whenever the need arose. Instead, our trips to the supermarket had to be well-choreographed and planned.
Retailers have responded to this crisis with many new programs. One such program is SNAPs Online Purchasing Pilot.
New York was the first state to start offering the pilot program in 2019. Washington state followed in 2020, and, soon after, Alabama, Iowa, and Oregon launched their own versions of the program.
As of this writing, the following states are participating in the pilot program:
If you live in one of these states, you can pay online with your EBT card. You can then pick up your groceries or have them delivered to your home.
The only thing your SNAP benefits wont cover is any related service fee. So, for example, SNAP wont pay for delivery fees.
The only three states that arent currently participating in SNAPs pilot program are Alaska, Louisiana, and Montana.
Californias Ebt Online Program
In April 2020, the Governor of California, Gavin Newsom announced that starting April 28th, CalFresh EBT cards can be used online at Amazon and Walmart.
If you receive CalWORKs, you may also be able to use your cash benefits to make purchases online at Wal-Mart.
California expedited the implementation of EBT online purchasing in response to COVID-19.
Thats because allowing EBT online purchases will support vulnerable populations in meeting their nutrition needs during the COVID-19 pandemic restrictions.
You Cant Buy Everything With Your Ebt Card
As we mentioned above, most retail giants like Amazon and Walmart accept EBT. However, the United States Department of Agriculture prohibits the use of EBT cards to pay for deliveries and other service fees. So even though a store says it accepts EBT for curbside and home delivery options, you cant pay for them.
What they mean is that you can pay for SNAP-eligible grocery items on the websites checkout page. Afterwards, youll need to add another card or payment method. This new card will cover the additional costs to your order. If you also have ineligible food items in your virtual cart, your alternative payment method will cover their costs as well.

Where Can I Order Food Online With Ebt In My Area
Not all large grocery retailers offer EBT nationwide. Here are a few retailers who may allow online EBT payment for groceries in certain areas of the United States.
- Fresh Direct has launched a pilot program for residents of select Bronx zip codes to order using EBT online. Hopefully, Fresh Directs online EBT ordering will be expanded to include other parts of the country soon.
- If you live in Florida, North Carolina, Rhode Island or New Hampshire and have a membership to BJs Wholesale Club, you can purchase EBT eligible items online.
- If you shop at Albertsons and live in California, Colorado, Idaho, Montana, Nevada, Oregon, Texas, Washington, or Wyoming, you can order groceries for pickup, and pay with EBT when you arrive at the store.
- Wrights Market in Alabama accepts EBT payment online for grocery delivery.
- For residents of New York, New Jersey, Maryland, Delaware, Connecticut and Pennsylvania, ShopRite is a great option for grocery pick-up and delivery if you want to pay with EBT online. Its a good idea to double check with your local ShopRite to be sure they deliver in your area.
It is also important to mention that some major grocery sellers do not accept online EBT payments for delivery or pickup. Whole Foods, Trader Joes, and Costco do not have an online ordering option for EBT. Meal kit services like Blue Apron, Sun Basket, and Freshly dont either.
The Dangers Of Grocery Shopping During Covid
A steady supply of groceries is essential while hunkering in place, but walking around a grocery store can be a risk amid the coronavirus pandemic. Thats because of the close-contact scenarios found in these types of environments.
One study, conducted in a Boston grocery store, found that 20% of employees tested positive for coronavirus. The study, published in the Journal of Occupational and Environmental Medicine, also found that 76% of the workers who tested positive were asymptomatic.
The infection works both ways: Because grocery store workers come in contact with so many different shoppers, theyre also more likely to infect shoppers. For some groups, contracting COVID-19 is significantly more dangerous.
A study published in the American Journal of Preventive Medicine found that there are at least 25 million Americans living in low-income households who are at higher risk of contracting COVID-19.

In the payments section of the checkout page, enter your SNAP EBT card information and click Apply Payment. Choose the SNAP and/or EBT Cash amount youd like to use. Are There Any Online Retailers That Directly Accept Ebt Payments
There is only a single online retailer that accepts EBT payments. The critical difference is this online retailer is not a grocery store. If you guessed Amazon, you would be correct. AmazonFresh is an arm of Amazon and is essentially a grocery store all on its own.
Though its only a tiny part of a gigantic retail engine, its apparently enough to qualify for EBT purchases. With AmazonFresh, you can order online, pay with your EBT card, and deliver your food directly to your doorstep.
AmazonFresh is a very recent innovation from Amazon, only beginning in 2020 and becoming a significant success, seemingly overnight. While their stock is not as broad and varied as some of the other major grocery retailers, its still extensive, and you will find most of the things you want.

How To Buy Walmart Groceries Online With California Ebt Card
Currently, Walmart only offers online grocery purchases with EBT for curbside pick-up and not for delivery. Delivery options will be added soon.
If you have a CalFresh EBT Card, you will now be able to use your cards to buy groceries and select curbside pick-up.
You can only use your EBT card to buy eligible grocery items and you cannot use your food stamps dollars to pay for delivery.
Step 1 Go to the Walmart Grocery website
The first step to purchasing groceries online at Walmart is to go to the Walmart Grocery website at www.grocery.walmart.com.
Step 2 Find Walmart Store Near You
Next, enter your zip code to find the Walmart store location near you. This is the location you will pick-up your online grocery order from.
Step 3 Shop for Groceries Online
Once you have selected your Walmart location, begin shopping for grocery items online by adding EBT eligible items to your shopping cart.
You will be asked to sign in to your Walmart Account or Create an Account once you place an item in your shopping cart.
Step 4 Checkout and Choose Delivery Option
Once you sign into Walmart, you can continue shopping until you have selected all the grocery items you want.
Next, click the Check out button. There is a $30 minimum for Walmart online grocery shopping. You will not be able to proceed to checkout until you reach this limit.
Once you hit the check out button, you will be taken to a page where you can Reserve a time for pickup.

Can You Buy Cat Food With Ebt Cash Benefits
There are a lot fewer restrictions on EBT cash benefits. Those benefits are still intended to cover your necessary living expenses.

It is illegal to use your EBT cash benefits to purchase, receive or participate in any of the following:
- Adult entertainment
- Cigarettes & Tobacco
Furthermore, you are not allowed to use your EBT benefits to buy any goods or services inside a bail bond agency, gambling establishment, liquor store, nightclub, tavern, or anywhere else that a person under the age of 18 isnt allowed.
Interestingly, the only mention of pet food that I was able to find was closely tied with food benefits so it appears that you could legally buy cat food with EBT cash benefits.

How To Buy Amazon Groceries Online With California Ebt Card
Amazon has been approved for the California Online Purchasing Pilot and has launched delivery for EBT Cardholders. Cardholders in California can use their EBT to shop and purchase groceries online for delivery.
You cannot use your EBT funds to pay for Amazon grocery delivery. However, if you buy $25 or more in groceries, there is no delivery charge.
