Supplemental Benefits For Households With School

P-EBT benefits are NOT SNAP benefits. They are a temporary food supplement benefit issued to households with school-aged children who would otherwise receive free or reduced-price meals, whether they are learning remotely or at school.

New Temporary Rule: Expanded Snap Eligibility For Students During The Covid

The federal Consolidated Appropriations Act of 2021, signed into law on December 27, 2020, provides funding for nutrition assistance and investments in SNAP that address the rising hunger crisis associated with the pandemic and economic downturn.

The Act temporarily expands SNAP eligibility for students enrolled at least half time in an institution of higher education. These temporary student exemptions remain in effect until 30 days after the COVID-19 federal public health emergency is lifted.

Temporary Exemptions During the COVID-19 Pandemic

First, the Act amends an existing work-study exemption, which states that students actively participating in a state or federal work study are considered an eligible student for SNAP. The Act allows all students who are eligible to participate in a work-study, whether or not the student is actively employed or participating in work-study, to now meet this exemption.

Second, the Act offers a new exemption for students:

• A student is found to be an eligible student for SNAP if they have an expected family contribution of $0 in the current academic year under federal student financial aid rules that is used to calculate the amount of federal Pell Grants and other aid for a which a student qualifies).

Home Energy Assistance Program

The Home Energy Assistance Program is a federally funded program that assists low income households in meeting the high costs of home heating.

HEAP opened on Friday, October 1, 2021 and is expected to close March 15, 2022.

The 2021-2022 Emergency HEAP season will open January 3, 2022.

HEAP Regular Arrears Supplement information

The American Rescue Plan Act addresses the continued impact of the COVID -19 Pandemic by helping eligible HEAP households pay past-due arrears for natural gas and or electric utility accounts. Payments are made directly to an eligible HEAP households utility company. Benefits are provided to eligible HEAP applicants on a first come first serve basis through September 30, 2022 or until funds are no longer available.

This law holds whether you apply at an NPA Food Stamp Center, an Income Support Center, or a Job Center. If you apply at a Job Center, Human Resources Administration staff should NOT refer you away to an NPA Food Stamp Center to apply for expedited benefits .

HRA staff should process your application for Food Stamps immediately for expedited eligibility. They should refer you to emergency food providers only after they have first processed your application for Expedited Food Stamps and other emergency benefits .

If you submit a Food Stamp application that contains at least your name, address , and signature, HRA staff must provide immediate, same-day screening to determine your eligibility for Expedited Food Stamp if:

• Your household has resources of no more than $100and has received less than $150 in income during the month in which you are applying. ,OR
• The sum of your household’s rent or mortgage costs for the month plus utilities , is greater than the sum of your household’s resources and income for the month in which you are applying.

If your household meets either of the above conditions, HRA must provide you with expedited processing and issue you Food Stamps, unless it is unable to confirm your identity.
